Since June 2026, FSVC has been implementing Phase 2 of the CLEAR Central Asia program in the Kyrgyz Republic and Tajikistan, with funding from the UK Foreign, Commonwealth & Development Office (FCDO), to strengthen extractive sector governance and support both countries in closing critical transparency gaps ahead of their 2027 Extractive Industries Transparency Initiative (EITI) Validations.  The program builds on FSVC’s Phase 1 (October 2025 – March 2026), which laid the analytical groundwork for the targeted reforms now being implemented.

The program provides targeted technical assistance, policy development, digital infrastructure support, and capacity building to EITI National Councils, multi-stakeholder groups (MSGs), government agencies, and private sector actors.  The program focuses on three key objectives:

Objective 1: Kyrgyz Republic: Advance Beneficial Ownership Transparency and Strengthen EITI Validation Readiness.

Objective 2: Tajikistan: Advance Contract and License Transparency and Strengthen EITI Validation Readiness.

Objective 3: Regional: Deepen Peer Learning and Strengthen Regional Collaboration Among EITI Actors.
