In partnership with the U.S. Agency for International Development (USAID) and the Open Society Foundation, in October 2011 FSVC began a three-year program to promote regional financial sector deepening and integration among the five members of the East African Community (EAC).  To promote transparency, financial inclusion, and economic justice in the EAC, FSVC delivers technical assistance that brings regional counterparts together.  Assessments and workshops  focus on internal/cross-border banking supervision, microfinance, anti-money laundering and combating the financing of terrorism (AML/CFT), and capital markets development, among others.  FSVC collaborates with the EAC Secretariat and the member states' relevant stakeholders on this program.

Central Bank of Kenya Governor Njuguna Ndung'u addresses a conference as FSVC volunteer expert Julia Mold looks on.
From 2011-2012 FSVC partnered with the Bill & Melinda Gates Foundation to focus on the linkages between AML/CFT and financial inclusion.  FSVC delivered an assessment of the challenges that must be overcome to develop a framework for AML/CFT in Kenya that is both effective and compatible with the objectives of financial inclusion.  The resulting report provided “lessons learned” from the Kenyan experience, which creates a basis for applying appropriate remedies in Kenya and other emerging market countries.  Following this program, beginning in early 2012 until 203, FSVC is providing technical assistance to the Central Bank of Kenya to strengthen their AML/CFT regulations and enforcement.  The program, which is being supported by the U.S. Department of State, will expand in to Uganda and Tanzania in 2013.
